On July 28, 2019, Elliott signed with Liverpool of the Premier League. On September 25, that season’s EFL Cup game against Milton Keynes Dons, he made his club debut.

He was the second-youngest player to participate in a competitive game, after Jerome Sinclair, when he made his club debut at 16 years and 174 days. On July 6, 2020, Elliott agreed to his first professional deal with Liverpool.

On July 9, 2021, Elliott renewed his long-term contract with Liverpool. On August 21, he made his full Premier League debut for Liverpool, starting and participating in a 2-0 victory over Burnley.
