Kofi Balmer is a Northern Irish professional footballer who is on loan from Premier League club Crystal Palace to EFL League One club Port Vale. He has represented Northern Ireland up to the under-21 level.

Balmer made his NIFL Premiership debut in April 2017 with Ballymena United at the age of 16. He played for the club for just over four seasons, losing in the 2018 County Antrim Shield, 2018 Northern Ireland Football League Cup, and 2020 Irish Cup finals. For the 2018-19 season, he was named Ulster Young Footballer of the Year. He turned professional in 2021 after joining Larne, and the following year he won the County Antrim Shield.

In August 2022, he was sold to Crystal Palace, from whom he was loaned to Port Vale for the 2023-24 season.
